The Transportation New Energy Working Committee of the SCO TEMP

The Transportation New Energy Working Committee of the Trade and Economic Multifunctional Platform for SCO Countries (hereinafter referred to as the Working Committee) was established in Chongqing on September 10, 2024. It is dedicated to building a bridge with SCO countries in the transportation and new energy sectors, promoting the in-depth development of domestic enterprises in international markets through technology export and industrial collaboration.


Since its establishment, what areas has the Working Committee focused on in promoting win-win cooperation? What specific works have been carried out, and what results have been achieved? Yang Xiaomu, the First Chairman of the Working Committee and a Member of the Standardization Technical Committee on Transport and Environmental Protection of the Ministry of Transport, was interviewed by our journalist.


A Total of 36 Member Organizations Forming an Innovative “Joint Fleet”


“With the rapid advancement of technology, the transportation and new energy industries are undergoing unprecedented changes, bringing opportunities for global economic growth and environmental governance,” said Yang Xiaomu. He stated that the Working Committee aims to promote high-quality green energy cooperation projects and to participate in global energy governance cooperation. It is accelerating the promotion of cross-border technology cooperation, policy coordination, and market networking in the transportation and new energy sectors within the region, laying a solid foundation for new opportunities in international industrial cooperation.


So far, the Working Committee has attracted 36 enterprises and public institutions in transportation and new energy sectors, including infrastructure companies involved in photovoltaic, energy storage, electric charging, and wind power as well as outstanding enterprises in new energy shipping, aviation, automobile, and two-wheeler industries. Among these are key research institutions such as the Research Institute of Highway Ministry of Transport and Chang’an University, covering nearly all types of enterprises in the transportation and new energy sectors.


“We have jointly established import and export companies with several member organizations by applying the ‘Joint Fleet’ model. In the future, we will promote international trade growth in the transportation and new energy sectors through centralized promotion in SCO countries’ markets, thereby incubating emerging industrial chains and accelerating their listing,” said Yang Xiaomu.


Exploring Development Pathways for the Rapid Growth of the Transportation and New Energy Sectors


How did the Working Committee explore development paths for the rapid growth of the transportation and new energy sectors? Yang Xiaomu has unique insights on this. In his view, enterprises and institutions cannot grow without financial support. At the founding conference, the Working Committee reached strategic cooperation with the CTTIC Fund directly under the Ministry of Transport and the Financial Holding Group of Taizhou to jointly establish special investment funds as important financial support for the Working Committee, providing funding for transportation and new energy projects to ensure smooth project advancement.


“Currently, three special funds are in progress, including a supporting fund for new energy-related projects under the Ministry of Transport, a supporting fund for the construction of virtual power plants in various cities, and an AI mining exploration technology special fund. We are using these special funds as leverage to collaborate with international and domestic resources, leading relevant industries and enterprises of the Working Committee ‘going global,’ hoping that more projects will take root beyond China,” said Yang Xiaomu.


In addition to cooperation in the financial sector, the Working Committee actively responds to China’s “going out” strategy, planning and improving its overseas layout in advance. Yang Xiaomu stated that the Working Committee has already set up offices in the Middle East (Abu Dhabi), Central Asia (Moscow), and Southeast Asia (Hanoi), and has established a broad international business network. In the future, it will expand to Africa and Latin America, covering more energy and emerging markets.


“Next, the Working Committee will rely on block chain and virtual power plant technology to establish a new energy electricity settlement and asset trading center for SCO countries and the global new energy market. It aims to create a decentralized exchange of global new energy assets worthy of hundreds of billions of dollars, and to create ‘SCO Electric City’ and ‘World Electric City’,” said Yang Xiaomu.
